If one eats less than a Kizayis of bread the Brachah of Hamotzi does not Patur the rest of the food that is eaten during the meal and one must make a separate Brachah on the other foods. The Chelkas Yaakov (# 92) explains that since for less than a Kizayis one does not have to say Birchas Hamazon it is as if you already bentched and thus the subsequent foods that are eaten during the meal require a Brachah both before and after eating. Furthermore less than a Kizayis is not at all regarded as a Seudah and doesn't even require Netilas Yadayim therefore the subsequent foods that are eaten are regarded as foods that were brought out after the meal was finished which require both a before and after Brachah.
