There are two issues with eating or drinking Shabbos morning. One may not eat before davening any day of the week but they may drink certain permissible drinks. On Shabbos one may not even drink or eat anything whatsoever before Kiddush. Before davening on Shabbos morning a person may drink permissible drinks even though they have not made Kiddush because the Chiyuv of Kiddush start only once davening in over.

In the case of a woman, the same thing applies except for one exception according to Rav Shlomo Zalman Auerbach. A woman who never davens in the morning cannot even sip water because since davening is not part of her equation, her chiyuv of Kiddush is effective immediately and therefore must make Kiddush before even drinking.
