A person that is Mechallel Shabbos that touches wine does not prohibit the wine m'Ikar ha'Din according the Rav Moshe Feinstein (OC 5:37). Even though he is given the status of an Oved Kochavim however since we know for sure that he does not worship Avodah Zorah there is no concern that he will be Menasech the wine. However the Minhag is to be stringent and to prohibit wine that is touched by a Mechallel Shabbos and therefore a person should be stringent in this matter.
